The Men of Omega began having conversations about the possibility of a new chapter being started in the southern part of San Diego County. The idea of Chula Vista sparked interest due to the fact that it is the 73rd largest city in America, the 15th largest city in California, the 7th largest city in Southern California, and the 2nd largest city in San Diego County. The service area includes San Ysidro, Imperial Beach, Barrio Logan, and National City. Located about halfway between the two downtowns of San Diego and Tijuana in the South Bay, the city is at the center of one of the richest culturally diverse zones in the United States. Chula Vista is so named “Beautiful View” because of its scenic location between the San Diego Bay and coastal mountain foothills. The city was founded in the early 19th century and incorporated on October 17, 1911; the city was founded on November 28, 1911.            

At the 77th District Meeting in Las Vegas, on May 5, 2022, Brothers Terry Brooks, Athanison Monroe, Kevin George, and Raffeal Woods submitted a letter to the 12th District Representative, Brother Kwame Dow expressing interest in starting a new chapter. On May 11, 2022, during the Good of the Brotherhood at the Phi Omicron May meeting, Brother Shawn Johnson officially notified the Brothers that some men of Omega were going to establish a new chapter. In June 2022, Brother Kwame Dow met with the Brothers listed and stated that he would consider authorizing a new chapter in Chula Vista, CA. 

On July 14, 2022, Brother Dow communicated that the interested Brothers needed to complete the necessary documentation to be sent to the International Headquarters in Decatur, GA. The forms were mailed on Saturday, July 16, 2022, at 4:02 and received at IHQ at 9:30 AM on Monday, July 18, 2022.

On July 21, 2022, at the 83rd Grand Conclave, in Charlotte, NC, the Grand Council of Omega Psi Phi Fraternity, Inc. voted and approved the start of Rho Nu Nu Chapter, Chula Vista, CA. The first Rho Nu Nu E-Council Meeting was held on August 2, 2022, and the first chapter meeting was Aug 21, 2022. Brother Jamal Williams designed the Rho Nu Nu Chapter shield.
